In the new education policy, secondary education has been identified from 9th to 12th standard. There are 8 education boards, including six general education boards, a technical education board and a madrasa education board at the secondary level in the country. In addition to the education boards, SSC and HSC programs were conducted under Bangladesh Open University. However, the open university exam is not held with other education boards nor the results are published.
Students are not being kept due to the mismanagement of education system. Last year, the primary education concluded in the closing examination 21 lakh 85 thousand 747 people. In 2012, 14.20 lakh students participated in SSC examinations. That means 7 lakh 65 thousand 690 students went out before finishing secondary education. HSC examinees were 9 lakh 17 thousand 673. That means 5,28,384 students dropped in only tenth and twelfth class within two years. So, the number of students falling in secondary level is 12 lakh 68 thousand 74.
